The group—the Hishaku—stole a set of blades that could destroy the country, if they're able to activate their power. The only obstacle is that the blades are still contracted to their original wielders, and so can't be used by anyone else but them for as long as they live.

So this group is looking for the original wielders and is trying to assassinate them?
